Huai Jinpeng, male, ethnic Han, was born in Jinan City, east China's Shandong Province in December 1962.
He joined the Communist Party of China (CPC) in January 1986, and began to work in September 1987. He holds a Doctorate Degree in Engineering, and is a professor and academician of the Chinese Academy of Science (CAS).
Huai Jinpeng now serves as secretary of the Leading Party Members' Group, executive vice president and chief executive secretary of the China Association for Science and Technology (CAST).
He previously served as a teacher of the computer science department, deputy director, director, deputy secretary of the Party Committee, vice president, executive vice president of Beihang University. In May 2009, he was promoted to president of the university, obtaining vice-minister level rank. In November 2009 he was elected as academician of the CAS.
In February 2015, Huai was appointed deputy minister of Information Technology and member of the Leading Party Members'Group of the Ministry.
In December 2016, Huai was appointed deputy secretary of the CPC Tianjin Municipal Committee.
In August 2017, he was transferred to become secretary of the Leading Party Members'Group and chief executive secretary of CAST. In September 2017, he was elected to be executive vice president of the Association.
Huai is a deputy to the 12th National People's Congress, deputy to the 19th National Congress of the Communist Party of China, member of the 19th Central Committee of the CPC, and member of the Central Coordination Group for Talent Work (CCGTW).
